Electronic Submission System of the Official Receiver’s Office

We are pleased to announce that Phase 1 of the Official Receiver’s Office’s Electronic Submission System (“ESS”) is launched on 29 December 2023.

In alignment with the "Smart Government" initiative, the ESS transforms key ORO services into a digital format. This serves to improve accessibility and convenience for our stakeholders, including members of the public and private insolvency practitioners (PIPs).

The PIP Portal of ESS provides the PIPs with an electronic means to submit the documents to ORO, in the form and requirements as may be specified by the Official Receiver from time to time, for processing the matters which are governed by the Bankruptcy Ordinance (Chapter 6) and its subsidiary legislation and the Companies (Winding Up and Miscellaneous Provisions) Ordinance (Chapter 32) and its subsidiary legislation.

Compiling and submitting form B1/B2/B3 on bankruptcy cases;
Compiling and submitting monthly returns of cases administered by private insolvency practitioners;
Compiling and submitting documents collected at preliminary examinations of bankrupts; and
Retrieving detailed ledgers on a need basis.
